Selling Your HDB Yourself vs Engaging an Agent: How to Decide

Quick answer: You can sell an HDB flat without a property agent. CEA publishes a five-step route for sellers doing it on their own, and HDB’s Flat Portal lets you list and transact directly.

Whether it suits you depends less on confidence than on how many moving parts your particular sale has.

Can you sell an HDB flat without an agent?

Yes. There is no rule requiring a seller to engage one, and the regulator says so directly — CEA maintains a section called “Transacting on your own“, with a dedicated page for HDB sellers.

That page sets out five steps: register your Intent to Sell, submit the resale application after the buyer exercises the Option to Purchase, endorse the documents and pay the fees, receive HDB’s approval, and attend the completion appointment.

Once your Intent to Sell is registered, you can list the flat through your own channels or through HDB’s Resale Flat Listing service on the Flat Portal. HDB’s My Flat Dashboard then walks you through the transaction stage by stage.

So the question is not whether it’s permitted. It’s what you’d be taking on.

Most people weighing this are also weighing the fee.

Every stage below still happens — the only difference is who does it and who watches the clock. The deadlines are not advisory.

None of it is beyond a careful person. It is, however, a schedule you are now personally responsible for keeping.

What can the buyer's agent do for you if you have no agent?

This is the part most DIY guides skip, and it matters — because a seller without an agent usually ends up sitting opposite one.

  • That agent cannot represent you.

    Acting for both parties in the same transaction, and collecting from both, is an offence. They are the buyer's agent, and they remain the buyer's agent.

  • They may help you with paperwork, but not for a fee.

    CEA permits an agent to assist the other party with documentation where you consent, they disclose that they are not acting for you, and they collect nothing from you for it. Useful — and worth understanding for exactly what it is.

  • The duty to convey every offer runs to their client, not to you.

    An agent must inform their own client of all offers, counter-offers and expressions of interest. If a second buyer approaches you directly, nobody is obliged to relay that to anyone on your behalf. You are your own record-keeper.

  • They must not handle transaction monies.

    Option and exercise fees go between you and the buyer, not through the agent.

  • They must declare conflicts of interest and any referral fees — including where they refer you to a lawyer, a mortgage broker or a contractor.

  • And they will ask you for your particulars.

    Where the buyer is represented, that agent is required to collect information from you as part of anti-money-laundering due diligence. It isn't nosiness, and it isn't optional for them.

When does selling your HDB yourself work well?

When the sale has few moving parts. Specifically: your MOP is clearly met, everyone on the title agrees on price and timing, you are not depending on this sale’s proceeds to fund a purchase running in parallel, and your renovation history is documented and above board.

Add to that a flexible completion date and the patience to answer enquiries and host viewings on strangers’ schedules, and there is genuinely no reason you cannot run this.

Sellers who do it well tend to share one habit: they price from recent transacted data for their block rather than from asking prices on listing sites, and they register Intent to Sell early so the 7-day wait runs in the background instead of holding up a ready buyer.

When does an HDB sale get complicated?

When it stops being one transaction.

The factors that most often add complexity are: selling and buying within the same window, co-owners who don’t yet agree, proceeds that are tight once the CPF refund and outstanding loan come out, a price that may sit above valuation and create a cash-over-valuation gap, past renovation works you’re unsure were approved, a completion date you cannot move, and any estate, divorce or Power of Attorney matter attached to the flat.

None of these makes a DIY sale impossible.

Each one adds a decision that has to be right the first time, on a clock.

CEA’s own guidance puts it plainly: if you are unfamiliar with the transaction process or need assistance, consider engaging a property agent.

That’s the regulator’s line, not a sales one — and it’s worth reading as written.

Does HDB require you to use a property agent to sell your flat?
